We used Ask Blue J to write a response:

Yes, when the Principal, Principal Consent, or Responsible Official authorizes someone in their firm to access e-services, the designee receives their own log-in credentials. All designees must register for e-services, and they can do this either before or after being authorized. Once registered, they will use their own login credentials to access the e-services products they are authorized to use.
