We used Ask Blue J to write a response:

No, you do not have to e-file to get e-services. However, you must have an Electronic Filing Identification Number (EFIN) to access certain e-services. An EFIN is assigned to Authorized IRS e-file Providers. To obtain an EFIN, you must apply and be accepted as an Authorized IRS e-file Provider. Once you have an EFIN, you can register for e-services to access various online tools and resources provided by the IRS.
