We used Ask Blue J to write a response:

If you apply to become an Authorized e-file Provider, each Principal or Responsible Official requiring fingerprints must be fingerprinted by the IRS authorized vendor within 30 days of the e-file application submission. They must use the scheduling link on the Application Summary page to schedule an electronic fingerprinting appointment. This process ensures that the fingerprints are submitted in accordance with IRS requirements.
